No Mike. This is Master Die Doubling, and can be seen on over 50% of all 1944 Lincoln Cents.

That looks like the pic in Wexlers "The Lincoln Cent Doubled Die" it says its on P, D and S listed MD-1-O-III and varies among the working dies. It shows the slight notches and trails from the lower and middle of the 4s.
