unusual doubling to 1995

This is certainly strike damage doubling, so I do not need clarification on that point. However, the type of effect is interesting.

Look above the letters of IGWT motto. Some areas above the letters almost look like a metal "wave" smoothly pushed up toward the rim. Above other letters the impact is quite clear, with actual gouging or digging into the surface as noticed by exposing the silvery metal surface under the plating.

What would cause this type of smooth "wave push" above some letters while actually gouging the surface above other letters?

This is a common anomaly on copper coated zinc coins. The copper plating is 'stretched', and sometimes broken through while the coin is being struck. You will find this same type of anomaly on mintmarks of the mid to late 1980's and early 90's.
