Looks like an obstructed die - rather nice one. Probably grease or oil.

remember what lifts a hydrolic jack? Oil forced through a cylinder to lift. Same think can happen with grease/oil. It prevents the die from forming that area of the planchet. If finding these in a new roll, you may find more of these, or you may not. Just depends on how long the the obstruction was in place.

It couldn't be a weak strike as the deeper part of the die (The bust) is shaped fully. In order to see what a die is going through, you need to remember design and take into account the variables that happen in the minting process.

Usally not a priemium. Nice to show new collectors and of cours on ebay you can pry money from newbies hands with these. But to a true collector is is something I set aside just as an educational piece.
