1994D is it even possible?

hello i found this one going through circulated rolls. it looks like an RPM but i am not sure that it is possible. it could also be corosion under the MM but i see no cracks or holes for air to get in so any one know whats up?

Gary,
This looks like the standard plating error you will find on millions of coins minted after 1982. The fact that there is no hole is irrelevant. The pressure from the strike has lifted the plating somewhat.
