I would guess die wear. The bars are usually noticed on 1986 and new Cents. Not known that far back at the dies were hubbed multiple times. On the single squeeze Cents this appears. As the die from pre-1986 cents wore from normal wear the edge devices of the columns weaken and show lines that were not there when the coin was hubbed. It could also be something else that just occured to me. Excessve cleaning wearing that part of the die. Is there appearance of other wear on letters/colums/designers initials. If it is wear you should see it other places. If it is from cleaning check the normal places from a clash that cleanings usually take place. But I'm guessing that it is not a bar as it pre dates them.
