Here are two different 1983 coins
The first one has the top of the T missing.
The second has some sort of damage, if you look close you can see that part of the W is hanging over the edge.

The upper one I would say strike though error. (Grease)
The lower one looks like some after minting damage.
The first one may be a curiosity piece, the last one damaged.

The 1983’s that I have posted are from rolls straight from a bank
That I personally picked up back in 1983.
I plan on sending the one on the bottom to anacs next month
When I get it back I will post the results

johnmmv, I am tempted to agree with you. The rim is intact, and shows no damage that I can see.

The first coin shows intentional die abrasion (die polishing) severe enough to have removed parts of the letters. The second coin shows peripheral die damage. It's most likely a die attrition error. This occurs when a misaligned die grinds against the beveled entrance to the collar and the outer margin of the field portion of the die is worn away. Evidently the die was restored (or spontaneously returned) to its normal position before this coin was struck. 1983 produced a large number of cents with die attrition errors and, perhaps, other forms of peripheral die damage. Die attrition errors can get much more severe than this.

There are a lot of 1983 cents where the reverse was so heavily polished the FG is almost totaly removed.
Similar issue on a 1982 half:
