Is this a common thing for 1977P to have 2 different sizes of S on the rev.

What you are seeig is a weakly struck coin that didn't completely fill in all the details, which is common.

All the letters on the cent are beveled, meaning their base is thicker than the highest relief - like a hill. Cut off the very top of the hill and it would appear smaller in width from above than if you cut the hill off near the base.
