So if a year that has a "D" that looks doubled, then another year that has the same looking "D" is MD Confused Confused Confused

You can rule out RPMs if they are post 1989 Coins. If there is doubling on the mint mark and date they they are doubled dies post 1990. Machine doubling/die erosion/damage/strike pressure can happen on any year but especially the post 1982 copper plated zinc Cents. The arrows are point to what I refer to as strike related damage. It makes the plating expose a little and the elements start working on the zinc under the plating. But a image back showing the date and mint mark might help to see if it is a doubled die or not. There was one for 1996-D and 1997-D.

That looks like a doubled die to me. Look the coin over and see if there is any sign of the doubling in other areas. From this image, I can just about 90% for sure say that's a doubled die....and it would be a very interesting and new find if it worked out to be a 1997D doubled die...Please stay in touch about this one.

What looks doubled about it to me is the D, it looks like the spine and curve got wide from doubling. Similar to the 1995-D 1DO-004, the spine of the D got very wide (but not easy to see sep) but looking close at the rest of the coin might show something.

Look close at the 9 and 1 (near the base of them), if that's not strike doubling it's a neat DDO.
