Sure looks like one to me. CONCA has one listed -- and the bar of doubling appears to be about the same size and in the same location. You may want to check your coin and see if the markers match. Here is a link to the listing...

I've been looking for that type of DDR on the NM quarters. I have not found any yet. Good find! Thanks for posting it.

This is also a N.M. quarter, but not the same one. Same mint, but has a doubled earlobe? The DDR N.M. does not have a doubled earlobe. If that is what this is?

I can't say with certainty from the photos - but it looks very promising. It may very well be a NM Doubled earlobe and a decent one at that. Is this a P mint quarter?
I've have found quarters with contact marks or mechanical doubling (limited only to the earlobe) - fooling me into thinking I had a DDO. But if I were an attributor - I'd say send that one in.

Tery, and Russelhome, I can't tell from the photos, if it is or not. the lighting is covering just about everything, (for me. I have to use sun glasses, even when there is no sun! my eyes are very sensitive to light, because of the retina damage.. But as far as the ear-lobe, I would say yes, you got a "live one"! nice catch!
I have a couple "D" NM. but I don't think there are any "defects" to enjoy.
