I think what you see is the normal design has a closed loop of hair. As they polish the die it polishes the field but not in the bust so as it gets polished that loop of hair becomes open.
Sort of like the floating roof memorial cents (in the 70s), they polish enough of the building away then the memorial roof is floating and there's no Abe sitting in the center bay.
Probably something left from polishing to remove a die clash. There is a few things to make contact in that area.
