the tie area is 1 area in question







the other is the date

Looks like MD, the coin hit the die after the strike maybe from die bounce or as it ejected.

Many MD cents show on the bust or nose or lapel and or the date or motto.

The blob on the tie, if not normal, is probably a die chip. It's not a variety or an error. The steps of doubling is some areas of the date is actually normal.
