That looks like the coin took a hit in the area of the date. The upper loop of the 8 is normal. The lower looks wider I think from a bump in circulation.
On another year from the 80's I found a nice doubled die on the date. Compare it with your coin. (of course each doubled die will be different)

Not how the 988 look wider vertically? Yours appears to be damage making it look wider.
