Well first off it can't be a RPM. In 1990 they started added them to the hubs pattern that made the dies. The mint mark is part of the design and the same location on all Denver ones as it is no longer hand punched since that year.
Looks like die deteriation or machine doubling or both. But it is not a RPM.
Also the doubling is shelp like, typical of machine doubling.

Incorrect, look at the 1995 D DDO 1 cent. On that coin it has a DDO and an RPM. It was minted 5 years after that.

Actually, no. The 1995D doubled die is a doubled die and that's all. The doubling on the mintmark is FROM the doubled die, which goes to further prove that RPMs are not possible on 1995D cents because they are hubbed into the die with the rest of the design. RePUNCHED mintmarks are punched by hand, thus the name. Not all doubling on mintmarks is the result of a repunched mintmark, and this is a prime case.

I met Brilliantcents at a show last weekend - I had seen him and he saw me before, but we finally sat down and talked for a while last Sunday. In fact, we even went to dinner together before both of us made our trips back to our respective homes.

Brilliantcents (Tom) is a knowledged collector who has been into die varieties for a while now, and is well on his way to becoming a leading dealer in Central Missouri as well. He is currently in the military and is working toward retirning and dealing full time.

I definitely welcome him here, he's easy to get along with, and is A+ in my book!
