I say possible because this coin does not have the die markers although the trails seem to match.
These are pictures of the right side of building and initials not shown on the site, leading me to believe this is an earlier die state.

Dick, what I'm showing is only about a third of the trails on this coin. These trails and wavy steps are fascinating.

I am almost sure it is the 28 die and if it does not have the die markers, it is probably an earlier die state.
If you would like, you can send it on down for confirmation that it is 1998P-1DER-028T.
