I know proofs are difficult to take pics of, but I don't believe this one is an RPM. It looks like machine doubling to me based on the pics.

Thanks Bob, The doubling appears to rounded instead of flat, so I had to check. The mint mark seems to be from a relatively new punch, so I can understand this hanging up on the die.
