Misaligned die. The obverse die isn't perfectly centered on the face of the coin leaving an extra rim.
I think a LOT of coins are like this one. A misaligned die strike is generally one that's strong enough to be missing the rim somewhere around the coin with a completely double thickness rim directly across from it..

Hi Gary,Glad to hear your diong ok It may be called an error of sorts,but probably a minor one.I'm not really sure though.Maybe Chuck,Bob or someone else can clarify the status of this coin.It is pretty far off though.Have a great day,Ken

After I cleaned this up with some light soapy water and a very soft toothbrush,I see this is a pretty pronounched RPD also .The 1 is shifted north giving an extra crossbar below the extension of the digit and across bottom.The 9 has an extra bottom and right outside curve going about halfway up.The 0 looks ok with an extra top outside curve on the 8.Any ideas on which one and possible value

It is indeed a repunched date (RPD) as well as the misaligned die (MAD). The MAD is very minor, and probably not worthy of any premium. As far as the RPD, it is minor also, but it still is repunched. There is a market for them, and many collectors covet them. As far as pricing it out, it is difficult at best to do so. Supply and demand is the name of the game.
