I've seen this before. When I gave it the toothpick test I found it was a clear grease. Check to see if this is the case?

Yea, maybe grease or if it's hard it might be glue or something sticky that dried on it.

If it is real hard, and pretty well spread over both sides of the coin, it couls be a coin that was in some desk set, or similar. Those were in Polyethelyne, or polyurethane, or something like it.
anybodys guess.

It looks like it could be glue. If it's copper, then it represents post-strike damage. I can tell you with confidence that it's not an error.

The manner in which the apron of copper (or whatever it is) overlaps and obscures IN GOD WE TRUST is incompatible with a genuine error.

I bet I have it...
A dryer coin, or something similar. If the plating did not adhere perfectly to the coin when minted, pounding (or rolling) inward on the edges would cause the plating to split and buckle.

Unlikely, as a copper-plated zinc cent that tumbles around the fins of an industrial dryer will usually show exposure of the the zinc, especially around the edge and rim. Also, the rest of the design shows no signs of pummeling.

Egads!! Then I guess maybe glue...but I would be unhappy with that conclusion without being able to examine the coin in person.
I do agree that it is not an error - but what DID cause that effect is intriguing.

Could be even a sharp blade run around the area next to the rim to split the plating and the zinc started working?
