I was looking thru some 95P rolls and I came across this coin that has some apparent doubling on the crossbars of the T and E of IGWT, and on the D also. These DO NOT look like doubled dies to me, but they do not look like flat shelf doubling either. Does anyone know if this is Master Die Doubling? If not, what would cause this on only these areas?

I'm being led to believe that this is some form of die wear. I have seen a number of these in different dates and mints, but mostly on the zinc cents. I think it has something to do with how the dies wear when striking this particular metal.
