1970 small date ??

I have submitted a number of these 1970's over the years that I thought were small date. Have not had 1 yet that the forum agreed with me on. I'll tell you what, they can sure mess with your mind. Here is another promising prospect. It has the flat wide 9 with the rounded point heading twords 3 o clock. The 7 does not have the crease in it and seems to be level.
