Would this be a die gauge ?

Thought this cent was interesting and was curious what would cause it.

Looks more like a struck-through, and could be a struck-through dropped filling of some sort or another. Looks like something came out of the lower 3 and ended up partially embedding itself into the die, then fell out, leaving the outline impression in the die.
