1993 might be just the year that may have the most radical of the wavy steps. This one happen to fall under my scope and was immediately recognized as being a new die.
As you can see by the picture, there is very strong step deviation under columns # 5, 6, 7, 8 and even 9, something not often seen. There is also fluting line extension into the stylobate under columns # 2 and 3 with moderate step deviation under the left post (urn). The angle of shift from the cardinal direction (south) is 20 degrees to the west, which is the standard angle for the vast majority of wavy steps. While similar in intensity and composition to 1993, WSDDR-015, the die makers do not match nor does the angle of the shift. This is entered into my files as 1993, WSDDR-032
You all keep on searching, there are great finds out there just waiting to be discovered.

Are the knees affected? Seems like something may be going on there, but not sure.

Sorry that i did not get back to the questions asked. Coop - nothing is happening at the knees.
Bob - none of the lettering is effected with tails.
This is just a straight, old, strong wavy step.
