what caused this during the striking process 1984-D ??

Please view the two pics, one of the mint mark and one of the date on this 1984-D cent.

What happens during the striking process to cause these incised areas? (to the right of the "9" in date and inside the "8" in date. As well as along the bottom and right side of the "D" mint mark, and on the inside of the mint mark)

A lot of the problems associated with this anomaly is caused by a plating problem. If the copper plating does not adhere properly to the zinc core, it has a tendency to move during the striking process. This is particularly evident from 1982-1994. Another possibility could be ejection doubling on some of these. Either way, there is some nice variations to what you might find on these coins that are not doubled dies, but are caused by striking and ejection problems.
