That is a very nice pick-up. I saw an F-15 example that sold on another auction site (and I can't remember which one right now) that sold for $500. I like it!

I'm guessing the first coin IS cleaned and the reverse has some residue of cleaner remaining in the depper recesses that didn't get wiped out.
The second one is oxidize which is common on copper that is left to rain and other elements. Statue of Liberty Green with the dirt elements added to darken. If you try to remove the green with a copper cleaner/ jewelry cleaner / acid bath, the top layer will fall of the coin leaving the coin with a rough, pinkish color and never be worth anything but scrap copper. So if you have one like this, don't clean the GREEN.

Coop, then the grading service decided it was not PVC and encapsulated the coin?

Have you received it back already? If it was the dark green toning, they might have slabbed it. (Enviromental Damage)
If the light green appeared (Copper Cleaner) they wouldn't as it was damaged (cleaned).
