Wavy Steps are in line with the horizontal Steps or under the pillars on the 1-4 and 8-12. It looks like it is sunk in? If so it is probably a bag nick from other coins. If it is raised it could a die gouge. I don't remember seeing any die cracks in that area before. Can't really tell from the images if it raised or sunk into the coin.

Hi Mary - First let me give you the definition of "wavy steps" which is "the extension of the fluting lines (from the columns) into the stylobate and or into the stairs of the Memorial building causing step deviation."

Take a look on this site at 1999P-1DR-001, 002 and 003. These are classic examples of "wavy steps" and as you can see, there is a series of lines or step deviation and just not one line as your example shows.

At times, the step deviation can be quite small or it can take different directions (20 or 30 degree offset angles, in either direction, from south), but once you find one, you will know exactly what to look for.
