Gary: Looks like machine doubling. The 1968-70 are filled with them. Must of had a lot of operators sleeping on the job those years.

It can happen to any letter/number/mm obverse and reverse. I found one today that looked like a doubled die, on one letter, but the rest were machine doubled. I guess I'll have to find that one as it was different than regular machine doubled cents on just one letter. It had me look twice.
