The US Mint quit bagging cents in 2001. Now they send all the cents to the Fed Reserve branches in $4000 tubs.
Best place to get cents to dig through is at the bank. Get nice with a particular teller, explain what you are doing, and they should accomodate if you're nice enough. The banks often get in $25 boxes of cents from the Fed Reserve bank that are all new coins from the same source.
If it's just circ cents you're looking for, any bank would do at any time - just ask for them in increments of $25.
If you're looking for wheat cents, there are a number of sources that sell them for an average of 3-4 cents per coin in rolls or bags.
