Another possibility I am seeing on 1963Ds could be a die gouge.
I was hoping it was DDO-001 but it definitely is not that.

Looks like die wear to me or very heavy die flow. But whatever it is, your right it in not 1963D-1DO-001. But keep looking, there are out there.

No doubt it's a die gouge...but it is a vry nice die gouge rollmeupabe Although that's the case on this particular coin, pay close attention to the inside of the lower loop for a very light to moderate secondary hubbing that is NOT DDO #001. I almost bought one about a year ago, but the coin had been cleaned and polished.
