Yes that is minor. You might try looking at 180 degrees on the opposite side of the reverse. there may be some doubling there on the outside edge? Usually the doubled dies from that time were doubled on the outside edge. So you might look there.

Minor though it may be, it's still a listable doubled die, and might I add one that most people would never find because of the scarcity of finding anything on the reverse of 1984 cents.
An old friend, Frank Baumann, used to ask when I'd find something odd like this, "Whatcha looking there for? I didn't know there was anything there..."
Well, Frank...you never know until you look, eh?
