The lines inside of the first 9 of the date at the top loop are die scratches running southwest. The weakness of the 1's look like to me an over zealous attempt to remove something undesirable. Can't say if it was a clash or not as nothing is visible on your coin. When the field get a roughing up several times the edges of the letters/numbers get worn into that part of the die making the letters to look not a tall as the others. Another thing that could cause this is a strike through grease. I see a couple of marks that you thought were die gouges. One way to tell is this: If they raise up from the planchet, they could be die gouges. If they are sunk into the planchet they would probably be bag nicks or lamention peel from the planchet. You can see for sure which they are, sunk in or raised. Collectable? I would say toss it back as I don't see anything collectable on that coin that I can see from that area. Make sure to check other areas for DD's. Sometimes we stop at the first thing we see and toss it back if what we thought was nothing, but another part of the coin may contain something else?
