With that in mind, I did a comparison,

I would think a clash mark would be incuse on the obverse if from the part of the reverse you show in the blow-up.

Looks more like a die gouge to me.

Gentlemen, this is where the overlays are the final word, and I don't have one, but, I agree with Chuk, because if the area involved on the OBV. The "clip" doesn't give enough reference to a specific point to make a declaration.

There is precedent of die clashes not always being incuse. This link is from Ken Potter's site where he discusses a couple of them.
