Why are 1983 D Lincoln Cent Roll's so high in the Gray Sheet?
I ran across a roll to buy and they are running at $8.50 a roll.

Roll cost has little to do with mintage, it has more to do with how many rolls and bags were hoarded. In the 60s a lot of people hoarded rolls and that slowed after the 70s. It seems that from about 83-91 not many rolls were hoarded. Years with big doubled dies shouldn't cost more, the reason is that roll prices are not only for sealed rolls and could be searched and many roll buyers are not searchers. (you might pay more for OBWs but price guides don't show that)

For 83 I see more P rolls than D rolls and many of both have spots.

The rolls I bought at a local show must have ended up in three different venders hands. They were so badly spotted I tossed them back into circulation. The ends looked clean, but the coins were terrible. I won't buy any more from any vender now.

If you do manage to find a nice, clean 1983D coin from a roll, it could be worth big bucks because of the spotting and surface imperfections found on the majority of 1983 cents. That might have something to do with the cost of the rolls. They did strike a little less that 6 1/2 billion of them, so scarcity is definitely not an issue.

Also the fact that no mint sets were made in 1983 or 1984 leaving collectors at the mercy of rolls for nice examples for their collections.

Probably so, I don't remember. That was attempting to step outside my comfort area using memory - evidently I shoudn't. I don't do mint sets.
