At one time there was some hype about a 1989 cent without the VDB but it didn't catch on well. There are still a few folks here and there trying to get $20-$40 out of them, but I say good luck - they aren't worth anything more than any other 1989 cent.
The phenomena of losing the VDB off the shoulder is nothing more than a worn or overpolished die and happens in different years. 1989 isn't even close to being the only one. Breen listed one from 1972, and there are still people out there trying to rook the novice collectors out of a few bucks for one. Thing is, they are very common and not difficult to locate for a few cents each.
