Is there anything different with the mint mark on this and what about the 1 in the date. Even if its nothing please explain whats occurred so I hopefully won't ask again Is it all MD?

Daggit, I',m not sure,but I think it is ejection doubling. Similar to MD. It could also be an TRPM, with the ejection doubling.
What is the significance of the date: 1867-1992? I just found a cent with that, (those) dates.

Machine doubling. The same doubling is on the date also.

Thanks Dick, that cent you are asking about commemorates Canada's 125th birthday.
