Okay people, WHAT is it?
Clues; it is an error. The design is incused. It is on a Lincoln cent.

Wild guess....
It was struck through a dropped letter or some small scrap then whatever it was fell off and left it's indented image.

Bj, a comment, a question, and a guess. I believe the coin has to be 2003, or later, because the place the damage is, and the type of damage, that appears to be. What IS the date? I believe it might be related to feeder arm damage. This because it occured on the rev, ( which is NOW the hammer side). Something was drug, or pushed thru that area, causing the uncuse "gouge".

Danged if I know.........The Zinc when the planchlet was made didn't mix well enough. Caused a hard spot on the planchlet????? After the coin was struck the piece fell out?????

My guess would be the Pedestal that is out front near the steps dropped from a previous coin and left the impression.

Great answer Howard, that is exactly what it is. Here is another picture.
With this picture you can see the correlation between the the dropped post (URN) and the regular post (URN).
There is a bit of damage in the area (on the column) and it is in the incused area. This tends to not let you see the full shape of the dropped piece. One other interesting fact; the area that is incused has a mirror like surface and does not have either stairs or fluting lines present
