I think I see what your talking about. The area above the eyelid. It's hard to tell.

This is a little better picture of the eye area
What I am looking at is below the main eye
It looks like there is something going on,
It almost looks like a second eye or it is an illusion

Off hand, I would say it is not a doubled eye. Something else to look on on coins like this is the surface of the coin. This coin does have some gas bubbles on it (although not too much in the areas mentioned). Be wary of such things on any post 1981 cent.
