I've seen movment before like that but not clear to the collar. Just movement during the strike. Not a die issue. Just a striking issue. Usually the movement makes weakness in the area toward the rim and probably the second area affected by plating movement during the striking. I would say the largest percentages of affected areas are the mint mark, edge of the letters toward the rim, damage in the fields and then areas around the Memorial. If you find coins with this types of damage, then they won't survive long as a collectable. So if buying a nice variety in the 1982 foreward eras, what for this and orange peel as they will severly lower the long term investment in these coins.
