That motto is normal for 1968.
Many have letters going into the rim and the doubling below, it isn't a doubled die.
1968 is a year that the master was in bad shape so they often have wide letters and the motto moving into the rim and things that look like doubling. There are a few doubled dies (DDOs and a nice 68-d DDR) so they are worth looking at.

Most of the doubling I see is machine doubling. The 1968 & 69 years were full of them. Here is a few I found for this year.

So would the line under the chin also be caused by machine doubling?
Also looking closer on LIBERTY Shows

That is what I would call it. Under the earlobe and the reverse you may/may not find the same type of doubling. It is just part of finding/not finding of doubled dies. Eventually you can tell the difference, but every now and think the machine doubled ones will throw a new curve at you.
