OK if I got it right, a ddo will have a notch on the letters or numbers
does this count as a notch?

Be careful, lighting can cause things to look notched.
You might look at RTY since most 2006 DDOs show there.

See the 2 on this 2006, it has slight notching:

A good example of notching, see the bottom of the I of liberty (and all letters of liberty) on the 1980 DDO, looks like a tiny cube was cut out of the corner:
