Probably a gas bubble. That are would be deeper into the die than the fields which are the out side edge of a die. A gouge would affect usually only the field area.

Gouges and bubbles are raised.

If it's incuse it might be struck through or a post mint dent.

From the pic it looked raised to me but pics can be tricky.
