is this a planchett error or a dropped die crack it also looks like this coin took a major hit because their are things in the bays that look like damage
|

It's incuse, it's scratched or a struck through.
To be struck through a dropped die crack you would see the matching die crack on the coin. If you don't see a matching die crack on it then it can't be from that. Also if it was struck through a dropped die crack it would still be a struck through.
To tell if it's struck through or a scratch look close. A struck through will have nothing above the field. A scratch will have a little burm where metal was pushed up as the scratch was made.

From what I see it appears to be a struck through (wire or rim bur).

its a strike through any ideas on what is going on with the steps and the bays? also does this kind of strike through add anything to the value or is it a tosser?

Inside the bays? I'm not sure there. Almost looks like the planchet was damaged before striking. Maybe someone else has an idea? The cornice could be grease filled die (Strike through error) or another thing that causes that area to be affected and sometimes the stairs is that the die was hubbed too deep. The flow can reach that high in these areas. So let's see what anyone else thinks.

The areas in the bays, could possibly be remnants from a clash. I can't see well enough to make a determination. Going back to the "struck-thur", my guess is a piece of wire. check the rim area that coresponds to that missing portion, and see if it is not a bit incuse there also. It won't show much, if at all, because there is no corresponding die part to make an iimpression. None of the three dies cover that area, completely, as evidenced by the small extrusions seen as a "wire-edge., like one sees on a slightly MAD.
