I know i need to get some photo gear but ill do my best to describe. The 197 looks normal but the 5 is tilted counter clock wise. Very noticeable saw immediately without any magnification. looked ineresting. Nothing in the variety search and I am curious what causes this. Thank You.

We would need to see a photograph, or have the coin examined to be sure. What some consider a substantial rotation may well be within mint specs, or it may be due to another reason.

Jim, it has been my experience that it is harder to find a straight five than the counter clockwise. Here's one that I kept with a fairly straight 5 although slightly high.
I'M not sure that they ever did get a straight level die produced in 75, I've never seen one.

Are you sure it's the location of the 5 not damage?
Sometimes the coin counters or machines that crimp rolls scrape and damage the last digit.
Like this 1941 cent, the 1 was scraped by a machine. If you look close you can see where it's still attached at the top but hinged over sideways so it looks like a 7 with a missing top.
Often the scrape barely shows in the field but catches that last digit. On this one you can also see the scrape line in the field above the slanted 1.
I'll need to look through some 1975 cents and see if I can find some with slightly rotated or high or low 5s, I never looked for it before.

I'm not sure what the idea is here regarding the 5 on the 1975 cent, but I can say that they are all tilted the same way. The master hub was made from an engraving cast that had the entire date in it already, so no coin should have a 5 positioned any different from any other.
Eagames gives us one good possibility in that it is possible that the digit was scraped to one side by a counting machine.
