The date is 1999-P. It is well "trashed", due to some very rouch washing/soaking, like in acid. But it also looks like it has been "messed with", as well. The weight will be low, obviously, but is the "shell intact, all the way around, except for the part shown?

I agree, that was my thought as well. Whatever machine it was in gave it the same look as spooning and stripped the plating off of it.
