1992 wavy steps?

Anything going on with this coin? The first row at the base of the columns look interesting, too.

I see the low areas on the first step.
Is that called fluting?

Fluting is the depression in the columns which give the appearance of a contoured surface and not a completely rounded surface.
As for the 1992 reverse dies; there was some dies that appeared to have been warped in the stairs area. From the overall quantity of dies that have this appearance, I do believe that it was a fault of the master die.
