It does look like a double struck coin.
Too bad it's a bit beat up. Still a neat find!

One BIG RED FLAG; the secondary date, as well as LIBERTY are not centered in comparison to the primary date and the word LIBERTY. Soooooo, the first strike (the weakest of the two) would have to be an out of collar strike since the second strike appears to be an in collar strike. That alone is impossible since if the first strike was out of collar, it could not have fit back into the striking chamber for the second in collar strike. There are other red flags that indicate that this "error" coin was made with soft dies.
I could be wrong and I'll see if Mike D. weighs in on this on. He does have superior knowledge in this area compared to mine.

I talked to Mike D.in concerns over this coin and this is what he had to say.
"I agree that it does not look right at all. The "remnants" of the "first strike" are largely confined to the field, which is where effective striking pressure is highest and where the first strike would be most thoroughly flattened. With this much of the first strike visible in the field, I would have expected quite a bit of the first strike to be visible on Lincoln's bust and the columns of the Memorial. That's where effective striking pressure is lowest and where a first strike would have the best chance of being preserved".

So with that in mind...
Is it possible that this was done with a soft die?
That might be an explanation.

BJ's counterfeit detection antennae were well-tuned. The coin was weakly struck by a pair of counterfeit "soft" dies. You can see characteristic soft, blended overlap around CENT. All the other problems I mentioned also condemn the coin.

I agree. I noticed the angled lines in the Memorial bldy, and didn't think it was "kosher".
