Haven't seen the 1916 before but it reminds me of the 57-D that has a mark below the D and similar marks below the bust.
I'd guess these are gouges or damage from some sort of tool. Maybe they dropped something very hard on the die or something hard like a chip from a die gets struck by the die and damages the die.

Looks like a tip of something hit the field during a polishing. An indent on the die would make a raised area on the coins struck after this happened.

It almost looks like a comma -- making the date 1,916!

Yes, Smed, the comma variety... I like it.

This would be visible through very low grades. Something to keep our eyes out for.
