A couple things to note here Paul to help you out a bit on the proper terminology.
The anomaly you are referring to is actually a part of the design. If you look at other 1920 era coins, you will see it also. It is actually a part of the bow tie.
If this was an actual error, we do not refer to a die chip as a cud. A cud encompasses a portion of the rim with a piece of the die missing from a rim to rim die break.
The last point is that even if this was a genuine doubled die, it would not be referred to as being 'cut' into the die. A doubled die is part of the hubbing process. _________________ Bob Piazza
