This looks to be made with a soft die outside the mint. However, I'll send Mike Diamond this link to be sure.

Either a real double struck coin or most likely it was made by a soft die.

Showing the reverse and entire coin out of a flip might make it easier to tell from pics.

The soft, blended overlap and the lack of disturbance of the normal design elements strongly indicates that the faint set of design elements was produced by a fake die of relatively soft consistency. So I agree with BJ.
