The "1" and the "6" look like a Doubled Die to me.

That is a normal date for a small date 1960 Lincoln cent. As for the mint mark anomaly, I believe it to be die scratches or small die chips that are seen and not another D mint mark.

They all have that extra thing on the inside curl of the 6.
It's normal.

I don't think it's an RPM, and here's why:
1. The shape, size, etc. of the mark doesn't look like a D at all.
2. There's a long die gouge on the coat.
3. There's evidence of die gouges on the date.
This appears to be related to the die gouges...not an RPM.
