Looks to me like a hit by another coin - probably one with reeded edges.

Is it raised or indented ? I was not sure from the picture due to the glare from the lighting.

It's indented. The lighting is coming from the bottom of the image, and it is strongest in the top of the area in question...thus it is indented.
