I'm not sure but maybe it's damage.
It could be a scrape that sheared that top right ball of the 8 then it got some wear that blended it in.
Let's see if others have any ideas.

From my point of view, it looks like a die chip.
Looking at Canadian large cents, so much, I have gotten used to seeing them. But, I could be wrong. (I frequently am)!
